Vintage belt buckle looks like maybe 60's maybe 50's from Chicago artist estate.

I'm not sure if it is a clay or plastic (not bakelite) swirled colors resembling mille fiore but more abstract. It really has the Fordite look but I'm not sure if it is, the layered paint from Ford truck paint...
